🖼️ How to Convert JPG and PNG Images to a PDF (Single or Multiple Pages)

By the MZScan team · Updated 10 October 2026 · 3 min read

Offices, schools and websites often ask for one PDF instead of a pile of pictures. If you have photos of a document, a set of receipts or several scanned pages, you can combine them into a single, tidy PDF in a few taps. This guide covers the settings that matter and how to get a small file that still prints well.

When a PDF is better than images

A PDF keeps pages in order, opens the same way on every device and is easier to email or upload. Many application portals accept a single PDF but not ten separate pictures. A PDF also prints at the correct page size, which loose photos do not.

Step-by-step

  1. Open Image to PDF.
  2. Choose your photos, or take new ones with the camera buttons.
  3. Use the arrows to put the pages in the right order and rotate any sideways photo.
  4. Open Settings and choose the page size, orientation, margin and quality.
  5. Press Create PDF. The file downloads to your device.

Choosing the settings

Make the pages look professional first

Photos of paper often have grey backgrounds and shadows. Run them through the document scanner before you combine them. The pages will have a clean white background and sharp text, and the PDF will look like it came from an office scanner. See our guide on scanning a document with your phone.

Keep the file size small

Large phone photos create heavy PDFs. If a portal limits the size, choose Normal quality, or reduce the images first with the image compressor, and then create the PDF. Several pages at 100 to 200 KB each usually give a PDF that is easy to upload.

Photographing pages for a multi-page PDF

Use the same distance, the same light and the same orientation for every page. Photograph the pages in order, so you do not have to rearrange them later. Keep the paper flat and the camera parallel to it. If you have a stack of pages, number them lightly in pencil in the corner first, then check the PDF against the numbers.

A4 or Letter: which one should you use?

A4 (210 by 297 mm) is used in Pakistan, India, Europe and most of the world. Letter (8.5 by 11 inches) is used in the USA and Canada. If your document will be printed locally, use A4 in A4 countries. If the PDF is for an overseas office, ask which size they prefer, or choose "same size as photo" so nothing is cut or padded.

Checklist before you send the PDF

  1. Open the PDF and scroll through every page.
  2. Confirm the order, and that no page is sideways or upside down.
  3. Zoom in to make sure small text is readable.
  4. Check the file size against the limit of the website or the email.
  5. Rename it clearly, for example ali-khan-application-documents.pdf.

Common problems and quick fixes

Privacy

The PDF is created inside your browser, so your pictures are not sent to a server.

Frequently asked questions

How many photos can I add?
As many as your device can handle. Very large batches can be slow on older phones, so split them if needed.

Can I change the page order after adding photos?
Yes. Use the arrows next to each photo before pressing Create PDF.

Is there a watermark?
The free version adds a small "mzscan.com" mark. Premium removes it.

Your files stay on your device. Nothing is uploaded.
